Allow developer to create sp but not granting db_owner role (MSSQL)

How to allow a developer to create procedures without the db_owner role?

For MSSQL 2000,

GRANT CREATE PROCEDURE TO [user]

GRANT ALTER ANY SCHEMA TO [user]
