By default google chrome uses IE setting for proxy.
To workaround or disable/enable the proxy, in your Google Chrome shortcut, specify the parameter "--proxy-server="
"C:\Documents and Settings\chewch\Local Settings\Application Data\Google\Chrome\Application\chrome.exe" --proxy-server=
